Soooo here's the rundown!

Neku's kind of psychic.

He can read 'surface' thoughts, not very deep at all, and detect the presence of people. If someone has particularly strong psychic barriers he obviously can't read them.

Can Neku read surface thoughts off this person? some, if he tries. Not overly hard, but not plain and simple just listening.
Any other details you think he'd be able to pick up on? if there is, I'll tell you at the time.

Any other details you think he'd be able to pick up on? The fact her emotional outlets are all blocked off, which is what makes her act creepy so flat.

Can Neku detect the presence of this person when he scans? Yup.

Can Neku read surface thoughts off this person? She'll be pretty damn easy to read, though most of her thoughts will just be sarcastic and/or smartass comments on her surroundings. Entertaining, but nothing really helpful.

Any other details you think he'd be able to pick up on? From time to time he'll get weird pronoun mix-ups that would sound weird and maybe creepy to someone who doesn't know her history. Things like "I remember when I...when Alessa read this book," etc. And when it comes to certain subjects, specifically school and home life, he'll get totally different readings depending on which of her lives she's thinking about. Maybe even polar opposite feels in the same reading. In under a minute in canon she goes from her more Alessa-y side sounding and looking seriously distressed about a character's pain to her current self going "You can't be dead...I was gonna kill you!" ...Soooo yeah. Just imagine things that would make Neku go "O...kaaay?" and "What. The. Hell." often. If/when there's another Silent Hill event, he'll get some extra-weird shit if he tries to read her, like 4 out of 5 times. The rest of the time it'd be the opposite. Normal run-of-the-mill "Yup my thoughts exactly lawl" 4 out of 5 times, with "wat"-inducing tidbits randomly sprinkled around.

Character Name: Reborn
Can Neku detect the presence of this person when he scans? Sure!
Can Neku read surface thoughts off this person? Honestly, I don't see where there would be anything blocking.
Any other details you think he'd be able to pick up on? That he's so not 2, maybe self-image a little.

Character Name: Hakuba Saguru
Can Neku detect the presence of this person when he scans? Yep.
Can Neku read surface thoughts off this person? Stone normal! Though he might be weirdly resistant to things like imprinting.
Any other details you think he'd be able to pick up on? See the post about Saguru and psychics; following his trains of thought outside of small fragments might get to be a pain.

Character Name: Daemon Spade
Can Neku detect the presence of this person when he scans? Maaaybe. Between the Mist Flame and that he's used to masking, and the Eighth Flame, he's probably only marginally easier to pick up on than a Reaper, and if he knows someone's looking or is trying to avoid drawing attention than HAHAHAHA NO.
Can Neku read surface thoughts off this person? Have fun mistaking him for a Reaper! :D

Yes. Gabriel's going to come across as inhuman and, depending on his skill, may sense a lot of power in Gabriel.

If Neku can see anything, he might see Gabriel as a bright white.
