Neku's kind of psychic.
He can read 'surface' thoughts, not very deep at all, and detect the presence of people. If someone has particularly strong psychic barriers he obviously can't read them.

Yes. Gabriel's going to come across as inhuman and, depending on his skill, may sense a lot of power in Gabriel.
Can Neku read surface thoughts off this person?
No.
Any other details you think he'd be able to pick up on?
If Neku can see anything, he might see Gabriel as a bright white.
